The config does not have any alias because it is made for play with SXE-Injected (SXE block the alias command).

So I will give you some tips for it

Hotkeys are; F1/F2/F3/F4/F5/F6/F7/F8/F9/10/ALT.

F1: - * Anti-Recoil 10%
F2: - * Anti-Recoil 20%
F3: - * Anti-Recoil 30%
F4: - * Anti-Recoil 40%
F5: - * Anti-Recoil 50%
F6: - * Anti-Recoil 60%
F7: - * Anti-Recoil 70%
F8: - * Anti-Recoil 80%
F9: - * Anti-Recoil 90%
F10: - *Anti-Recoil 100%

HIGHER VALUE: Crosshair moves down faster
SLOWER VALUE: Crosshair moves down slower

If you want to disable the anti-recoil power, you just have to press ALT and the anti-recoil power will be of 0% (meaning, when shooting the crosshair won't move down).

When firing (mouse1) crosshair will go down and it WON'T stop, for stopping the crosshair, you have to press MOUSE3, this settings can be changed at any time.

It's a bit difficult adapting to this config, but with the time you will see that its very easy.

It doesn't have any alias, so if you have a bit of knowledge about CS 1.6, you will be able to write some alias lines to make this cfg work better.

Repeat; this config is made for playing with SXE-Injected, thats why it doesn't have any alias.

Should be all anticheat proof as well, there isn't anything illegal with this, should work for VAC3, EAC, UAC, SXE, and more.

IMPORTANT NOTICE:
THIS CONFIG IS ONLY FOR ALL THOSE WHO HAVE UNSTABLE/LOW FPS! If your graphic card is good and you have 100fps don't download this cfg, keep using my old ones.
